County To Get New Library

Not even the rain could dampen the excitement of the crowd gathered to partake in the Groundbreaking Ceremony, which took place on Tuesday, June 16th for the new Susquehanna County Library. Luckily the rain stopped shortly before the ceremony began, the sun came out and the band played. The Montrose Area High School band began the ceremony with the Star Spangled Banner and ended it with America the Beautiful.

Tom Kurosky, President, Board of Trustees began the speeches by providing a background on the fund raising efforts over the past 12 years. Mr. Kurosky stated a great deal of thanks go to the former Presidents, Connie Page, Kathy Chiarella, Gladys Bennet and Toby Anderson. He also paid the highest tribute to Eleanor McKeage who was the largest donor to the fundraising effort. To date 2.3 million has been raised, and another 2 million is needed to complete the project. Mr. Kurosky informed everyone Ken Rauch Excavating is preparing the site, and construction will start in the spring of 2016. They plan on taking occupancy of the 21,000 square foot building late Fall of 2016, complete with larger spaces and a meeting room which will be able to host 120 people. He wanted to thank everyone who was and is involved with the Library’s continuous fundraising efforts, since one-third of their operating budget comes out of donations. He also thanked Nan Connor for setting up the event, and Tall Pines Farm for providing the refreshments.

USDA Rural Development representative Charles Garnett stated it was a wonderful, worthwhile project to take shape in rural Pennsylvania. Mr. Garnett thanked Congress for allocating the funds to USDA so they are able to help worthwhile projects such as this.

Carol Boyce, who is the Montrose Area School District Superintendent, stated there is a synergy between the library and the school, and the donation of the land was a way to help the library meet their goal.

Kim Harwood who was the New Library Development Chairperson from 2004-2014 stated the Library was “no longer a pipe dream”. Mr. Harwood is in the silver business and he presented to Tom Kurosky a miniature silver shovel that he made for the occasion which can be engraved to commemorate the occasion.

Susan Stone, the Library Administrator – Librarian, wrapped up the speeches by informing the group of the advantages of the one level building, more space between the computers, comfortable chairs if you bring in your own laptop or pad, parking spaces, meeting room and a space for teens to congregate.

Budget, Exemptions Clear Susky Votes

Pennsylvania State government hasn’t enacted its FY 2016 budget yet; but Susquehanna Community School Directors have a firm handle on the District’s budget, and its one that places the District in an enviable position.  School Directors gave final passage to the budget at their Wednesday, June 17 board meeting. Presiding over the meeting was President Steven Stanford and present were members Jason Chamberlain, Amanda Cook, Evelyn Cottrell, Carol Jackson, Holly Kubus, and Martha Stanford.

The District’s budget of $14.17 million for the 2015/2016 fiscal year is actually about 9% less than last year’s $15.54 million budget.  With the District now debt free, the District is realizing a strengthened financial position.  Superintendent Stone noted that the District has no need to take out a TAN (tax anticipation note) while waiting for funding from the State’s new budget.  Business Manager Gary Kiernan has taken the extremely conservative position of anticipating no increase in State funding, but plugging in realistic known increases in taxes, retirement contributions, and material expenses. Should the state’s budget provide actual increases in aid, the District’s financial picture will be even better. Nevertheless, neither Mr. Kiernan nor the Board is willing to assume increased funding will come SCSD’s way.

Susquehanna County property-owners will see a 2.73% increase in tax millage to 47.03, and Starrucca property-owners will see a 2.76% increase to 13.76. There had been no tax increase last year. Good news for farmstead/homestead exemption-eligible taxpayers is the Board’s passage of the Exclusion Resolution for 2015-2016. The resolution’s farmstead/homestead exemption is nearly identical to last year’s, approximately $304. Funding for farmstead/homestead exemptions is derived from legalized gambling (or “gaming” as those in the industry like to say).

One last budgetary item approved by the Board was “raise rates” for the 2015-2016 school year: 3% for those covered by Management Team Agreement and Non-Instruction Agreement with benefits; 4% for Non-Instructional Agreement employees, with the exception of Schedule B coaching/advising positions, without benefits. A new contract agreement for Instructional Staff is still being negotiated.

How to handle major campus renovations was decided at this board meeting.  The Board voted approval to grant Superintendent Stone and Business Manager Kiernan broad oversight of the high school’s chimney project and retaining wall construction project. The carefully worded resolution, prepared by the District’s Solicitor, delegated authority to Messrs. Stone and Kiernan to act on the District’s behalf for judging bids and entering into contract with the lowest responsible bidder for the projects concerned.

Newly hired Facilities Manager Kevin Price was present for the board meeting.  Mr. Price has been on the job for two weeks and reported he was commencing an ambitious program of preventive maintenance. In a related matter the Board approved the Facilities Management Consultant Agreement between the District and Donald Norris for the 2015-2016 school year at a cost of $2,500.  Superintendent Stone noted that Mr. Norris was greatly enjoying his recent retirement, but the District, acutely aware of his vast experiential knowledge, wishes to continue tapping into that knowledge as needed. It would not be an understatement to acknowledge Mr. Norris continues to be a resource of inestimable value to the District. 

Another value that’s hard to estimate is the amount of time and money saved by District personnel through the Board’s approval of an expenditure of $450. For that amount NEIU 19 will come to SCSD’s Campus for two days to take fingerprints of all staff and faculty. While staff will still have to make individual payments for their fingerprinting and background checks, the on-campus operation will save all personnel from spending time traveling off-campus for fingerprinting services. This is very significant because every person on staff (approximately 130) who has any potential for contact with students MUST complete new fingerprinting and background checks prior to January 1, 2016--because of state mandated requirements.

The Board made two policy approvals at this meeting: #236 - Student Assistance Program, and #819 - Suicide Awareness, Prevention and Response. Superintendent Stone discussed that last policy. The policy concerning suicide came about because of a state mandate and will initially require staff to take a two-hour online course. Suicide awareness and prevention as a topic will be inserted into the curriculum, grades still to be decided, but presumably within Health classes. He observed that classroom discussion of suicide will include serious questions in classes, and hopefully those discussions will lead students to continue conversation at home with parents.

Also passed by the Board were several agreements with external entities. Approved was the Memorandum of Understanding (MOU) with Lanesboro law enforcement for the 2015-2016 and 2016-2017 school years. Approved too was the District’s Letter of Agreement with Scranton-Lackawanna Human Development Agency (This is the vehicle for providing Head Start services in the District.). The Title III MOU with NEIU 19 was approved (concerning the District’s ESL - English as a Second Language - Program; the District is expecting two ESL students in the coming school year) for the 2015-2016 school year.

Finally, on a very different note, the Board approved a facility request (July 30-31) by 4K for Cancer Runners/Ulman Cancer Fund for Young Adults. According to the email request from the organization to Superintendent Stone . . . “28 college-age young adults who have all raised at lest $4500 for our organization . . . based in Baltimore, are running from San Francisco, California to New York City and just need any type of open space where they can just unroll their sleeping bags for the night. They are very self-sufficient and will clean up after themselves.” The organization is fully insured; runners will be arriving on the evening of July 30 and running on toward NYC the next morning. That’s eye-popping athleticism and a feather in Susquehanna’s hat as a locality on their map.

With business wrapped up for the evening, the Board adjourned at 7:38 p.m. and took gastronomic delight in tasty brownies Mr. Kiernan served up with unmitigated gusto. Board members for the most part slipped away into the warm summer night, though a few stayed on to discuss impending financial apocalypse in Greece. It appears Greece is further down the road the Commonwealth is traveling, but one which the District aims to avoid.   

With school out, the Board’s next meeting is scheduled for the first Wednesday in August. By then the State may--or may not--have a budget passed.

Susky Schools Personnel Actions

Susquehanna Community School District Board Directors took the following personnel actions during their regular meeting on Wednesday, June 17, 2015.

Note to readers: The phrase “pending all appropriate clearances” is directly linked to state law, effective January 1, 2015, requiring a heightened level of investigative background checks for all volunteers, district employees, and contractors who may come into contact with minors. “Appropriate clearances” are required upon commencement of volunteer/contractual association with the school district and every three years thereafter. It is not only government related background checks which are required, but also a check conducted by the school district with past employers of all candidates.

Susquehanna County June Sentencings

Raymond Edward Swanson, Jr, 27, of New Milford, PA to 15 months probation, pay $150 fine, pay cost of prosecution, pay $50 Criminal Justice Enhancement Act fee, not to have contact with the victim, receive a drug and alcohol evaluation, be subject to random drug and alcohol screenings, maintain employment for Theft by Unlawful Taking in New Milford Township on May 26, 2014.  Mr. Swanson also received 1 year probation to run concurrent with the above sentence, pay $150 fine, pay cost of prosecution, pay $100 Act 198 fee, receive a drug and alcohol evaluation, be subject to random drug and alcohol screenings for Possession of Drug Paraphernalia in Lanesboro on March 16, 2015.  Finally, Mr. Swanson received 15 months probation to run concurrent with the above sentences, pay $150 fine, pay cost of prosecution, pay $50 Criminal Justice Enhancement Act fee, not to have contact with the victim in this case, receive a drug and alcohol evaluation, be subject to random drug and alcohol screenings and maintain employment for Theft by Unlawful Taking in Thompson Township on April 24, 2015.

Edward Everett Chandler, 42, of Montrose, PA to 6 years to 12 years in a state correctional facility, followed by 15 years probation, pay $500 fine, pay cost of prosecution, not to have contact with the victim in this case, not to have contact with anyone under the age of 18 without adult supervision, submit to sex offender evaluation and treatment, comply with Megan’s Law requirements, pay $250 DNA testing cost and submit sample, pay $50 Criminal Justice Enhancement Act fee, receive a mental health evaluation, not to possess firearms and/or offensive weapons for Involuntary Deviate Sexual Intercourse in Susquehanna Borough between 2004 and 2012.  Mr. Chandler also received 6 years to 12 years in a state correctional facility, followed by 15 years probation, this sentence is to run concurrent to the above sentence, pay $500 fine, pay cost of prosecution, not to have contact with the victim in this case, not to have contact with anyone under the age of 18 without adult supervision, submit to sexual offender evaluation and treatment, comply with Megan’s Law requirements, pay $250 DNA testing cost and submit sample, pay $50 Criminal Justice Enhancement Act fee, receive a mental health evaluation, not to possess firearms and or offensive weapons, for Involuntary Deviate Sexual Intercourse in Susquehanna Borough between 2004 and 2012.

Timothy Matthew Holmes, 40, of Montrose, PA to 5 months to 18 months in Susquehanna County Correctional Facility, pay 4300 fine, pay cost of prosecution, pay $50 Criminal Justice Enhancement Act fee, continue with drug and alcohol counseling, continue with anger management counseling, not to have contact with the victim in this case or her family, not to possess any firearms and/or offensive weapons, not to possess transport or consume alcoholic beverages for Terroristic Threats in Jessup Township on April 26, 2015

Shawnay Hunsinger, 25, of Montrose, PA to 18 months probation, pay $300 fine, pay cost of prosecution, pay $50 Criminal Justice Enhancement Act fee, continue with drug and alcohol counseling, continue with mental health counseling, take all prescribed medications, be subject to random drug and alcohol screenings, maintain employment, perform 50 hours community service for Corruption of Minors in Apolocan Township on August 2, 2014.
