Election Hopefuls In New Milford

Election hopefuls came to speak at the April 15 meeting of the New Milford Township supervisors. Aside from these visitors, the meeting progressed according to form.

Terri Gulick spoke, a candidate for the Register/Recorder position. She related that she had worked in the Assessment Office for 16 years, and had worked with the Registrars Office during that time. She also had served for 17 years on the New Milford Borough Council. She was from the area, and said that she was dependable and had a strong work ethic. She requested the support of those assembled, come May 19th.

Jason Miller was the next to speak, thanking the supervisors for the opportunity. He was running for Treasurer. He related that he was born and raised on a dairy farm in Harford, and thus also had a strong work ethic. He also had a degree in Banking and Finance, and 21 years of financial experience. He also, he asserted, was the only candidate for treasurer who was endorsed by the current treasurer, Cathy Benedict (who was set to retire).

A third candidate had attended to speak, who was not on the agenda. He was Mike Redding, a candidate for County Commissioner. He also related that he was local; his family had been in the county for generations. He had been an Elk Lake school board director and vice president, had served on the board of the SCCTC, was a former Republican Chair, and had 30 years of experience serving as part of the Farm Bureau. He was also a Silver Lake Fire Company Volunteer.

When the meeting resumed after these presentations, it was noted that the New Milford Borough had sent out a letter of appreciation with regards to assistance the township lent regarding a problem on Montrose Street. The borough's main cinder truck had been receiving brake work at a time when there was a water problem on that road, and they asked the township if they would salt for them. The supervisors did so, and stated in the meeting that they would help anytime, the borough just needed to call. Ms. Gulick stated that they did appreciate the help.

The supervisors had received notification that the Constitution Pipeline was granted a GP8 via DEP, for temporary access to do geotechnical evaluations.

Southwestern Energy was also granted a permit via DEP, it was related, for water consumptive use at the NR-05 BAC Realty site.

It was announced that the township offices would be closed April 18th through the 22nd as the supervisors would be attending the 93rd annual PSATS convention. However, residents could still call the office and leave messages - at 570-465-3749.

A public hearing had been held, it was noted, regarding the amendment of a previous resolution for the Hartman liquor license. The amendment stated the new business name was Excalibur Food and Spirits, Llc.

Mr. Bondurant related that he had come from representing the township at a Tennessee Pipeline meeting at Blue Ridge. He said that the pipeline would basically follow the Constitution pipeline.

Scroggins Fined

Anti-fracking activist Vera Scroggins had another day in court on Thursday, April 23 rd. To say the hearing and sentencing did not go her way is a vast understatement. Judge Kenneth Seamans is holding off for a day or two before a final ruling on a permanent injunction or new restrictions on Ms. Scroggins. In all likelihood those determinations will be public knowledge before this story hits the newsstands.

What is already known is that Cabot Gas & Oil attorneys asked for $1,000 fine of Ms. Scroggins to cover some of their court costs. Judge Seamans agreed and ordered Ms. Scroggins to pay said amount within 45 days or face the possibility of incarceration. A reasonable person might infer this portends further negative consequences for Ms. Scroggins.

Still, Ms. Scroggins remains adamant. In a statement to the press after the hearing, she said, “. . . I refuse to pay the fine because I did not commit the violation and will go to jail if I have to. . . Every objection of my lawyers were (sic) denied and overruled.”

Taking the last part first, Ms. Scroggins’ observation as to rulings on her lawyers’ objections is confirmed by the public in attendance. The public packed the county’s small courtroom--the main courtroom was closed due to renovations--with supporters of Ms. Scroggins an overwhelming majority, though many of them were from New York State.

Ms. Scroggins attorneys, including one former attorney who was no longer representing her, were out-flanked and out-maneuvered by Cabot’s at every stage of the proceeding. At one point breaching the attorney-client privilege of Ms. Scroggins with her former attorney became necessary for her legal team. Cabot attorneys then turned the tables and pushed for further breach of the already compromised relationship to make their case. Judge Seamans allowed that the door was opened, and further disclosure now necessary to establish when and if there was, or ever had been, a meeting of the minds concerning Ms. Scroggins’ understanding and acceptance of Cabot’s demands as to what would and would not constitute trespass.

What was expected to be a relatively short court session lasted much longer than most participants and audience expected. Having opened at 1:30 p.m. the case closed just after public closure of the courthouse at 4:30.

Vera Scroggins maintains that, “Cabot is doing all they can to stop me and my Citizen Gas Tours . . .” It does appear that Cabot is making progress to that end, even if Cabot’s representatives would not frame it that way. One thing is certain, the end of this story is nowhere in sight.

Gibson Barracks Police Report

Criminal Mischief: On April 11th the police responded to Rush Township, for damage to mailboxes in the area. Anyone with information is asked to please contact the police.

DUI: A New Milford woman was pulled over on April 10th at 10 pm for multiple traffic violations. Upon investigation, it was discovered that the woman had been drinking and was subsequently arrested for DUI. Charges were filed in District Court.

Violation of Burn Ban: On April 12th at 4:43 pm a Montrose man is accused of burning tree branches on the ground during a burn ban Charges were field in District Court 34-3-01.

Aggravated Assault/Simple Assault: On April 13th at 8 pm Richard Warner of New Milford stated that a man had crawled through a window into the Queen of Hearts Bar in New Milford. He was telling the man, not to do it again because it was disrespectful. A second person had entered the bar with this man, whom Warner described as being approximately 5'9” tall and stocky, with black hair and a beard. This man sat down with the first man and they drank a couple of beers. The first man was still exchanging words with him when the second man stood, grabbed a beer bottle, and struck the bartender in the head. Other patrons engaged the first two men and bar stools were broken, and the first two men left the bar. Warner stated that the man that hit him was driving a jacked up ford F350 dually, which was red in color, had a welder int eh back, and a grill colored like the truck. He said that he never saw either of the two men before, and thought they must be new to the area. Warner then went to Endless Mountain Health care where he got 7 stitches to close a cut in his left eyebrow from the beer bottle and pieces of glass removed from his face. The vehicle was later located at a campground in the Montrose area and the owner/operator, Christopher Blackledge admitted to being the man whi struck the bartender with the bottle. Warner was charged with aggravated assault, simple assault, harassment, and criminal mischief.

Theft: Between March 31st and April 14th one or more person(s) went onto the property of a Montrose man and took 1 truck tire and 3 truck rims.

Theft: In the commission of this crime the victim, Scott Young related that his camp manager had stolen money from the business.

DUI: On April 18th at 1:29 am troopers were dispatched to SR 706 in Jessup Township for report of vehicles parked in the middle of the roadway and people yelling and screaming. Further investigation revealed that a vehicle was stuck in deep mud after trying to pull over to use her cell phone and family members had arrived to help the motorist. It was determined the above individual was under the influence of alcohol and was placed under arrest then transported to the police barracks for suspicion of driving under the influence.

Theft: Between the 16th and 17th of April, 30 gallons of diesel fuel was stolen from the saddle tank of a truck tractor owned by National Transport Services, also known as Shop Rite. There were no suspects in the theft as of the time of report.

Scattering Rubbish: On April 15th a Hallstead man is accused of scattering televisions, boxes, and miscellaneous garbage on land located across from 3221 Lower Rhiney Creek Road in Liberty Township.

Aggravated Assault: On March 20th a juvenile female “body slammed” an adult female, causing a fracture and separation of the shoulder.
