Montrose Borough Talks Drainage Issues

Drainage issues were a significant topic of discussion at the September 22 meeting of the Montrose borough council - or rather how to address them was. As the meeting began unusually early, part of these discussions took place prior to this reporter's arrival, but details were obtained from the secretary and borough streets department representative.

There were two separate projects which were discussed during that time. The first involved a compromised culvert on South Main Street. On the top of the road, they planned to close off a section of broken pipe with flowable fill.

The second project involved replacement of a pipe up on Jackson Street, from the park across that street to a junction box behind Griffis lumber. The plan was to replace it with 36” pipe. The cost would be $9,000 for the piping lalone- the street department was to do the work.

Speaking of the street department, Mr. DiPhillips gave his report. He spoke to the council about snow plow options. There were two under discussion, one $2,000 more expensive than the other. Mr. DiPhillips felt that the cheaper, the Snow Dog, was basically the same plow. The two were within 100 pounds of each other. The more expensive one did come with an ear, which it was joked would help to better push the snow onto the sidewalks. The motion was made and approved to purchase the cheaper.

It was noted that the Center for Anti-slavery Studies was reportedly moving. The question was asked if the old building would then be on the tax rolls. It didn't appear as if there were any non-profit activity on the site at that time, as the Center had moved to another street. It was explained that, according to the tax assessor, it was up to the landowner to ask to be put back on the tax rolls.

Council then discussed the billing from Mr. Hunt's business. Mr. Lamont said that they had to have a sit down and rethink it a little bit. It was a very good bill the way it was broken out. However, as Mr. Granahan said, council's thinking had been that they would choose a set number of hours a week, and Mr. Hunt's employee would work those set hours, and be paid $55 an hour for it. He said that the way the billing had been done, it was more of a legal billing- with a half hour for this and fifteen minutes for that. Mr. Lamont though that, as young as they were in their relationship, they could sit down to discuss it. He thought maybe they could maybe do $55 an hour for a block of time, to which they could direct people. Mr. Reimel added that when someone called the secretary and really needed to speak to someone, it was hard to say that he was going to be in the office the day after tomorrow. Mr. Hunt said that they could set monthly “not to exceed” amounts, which they couldn't exceed without authorization. Mr. Lamont said that, for him, he didn't think it was so much about the money, as about ensuring that the worker would be accessible at a set time so they weren't playing phone tag.

A Civil Engineer was present from JHA to talk about the restoration project. This involved redoing the sidewalks near the Family Dollar, the JHA company office, and the alleyway that went down to the Summerhouse Restaurant. There was then a break in the work, where the sidewalk had already been replaced, and then it resumed. He then spoke about more drainage issues. He showed pictures of the basement of the publishing house. They had put dye in the water up above the site, and it had shown up in the basement, and it continued to run where it poured into the freight elevator. PennDOT was to do work near the intersection, and then a price had been obtained form Leeward to come out of it with an eighteen inch pipe. What they were wondering was if the town, then, would come in and extend the pipe from about in front of the meet store to another fifty feet. Mr. Lamont asked if they had a proposed date to be there. The PennDOT guy had said that they planned to get to that section in mid October. Mr. Reimel and Mr. Granahan expressed doubt about that timeline. The engineer had gotten an estimate for the work from Leeward; the price for that portion of the project was over $16,000. Granahan, Lamont, and Reimel agreed that they wished one of the earlier discussed projects to be begun in the meantime. It was said that they could get the catch basin in and the wall up even if the state didn't get to their work that year. Mr. Granahan said that everyone sitting at the table had water in the basement- it was Montrose. Mr. Lamont asked how thin they were going to stretch the street department, and Mr. DiPhillips noted that they had also wanted him to start leaf collection soon. The engineer showed a video of the water running in the basement. Mr. Reimel quipped that the video had been taken on a rainy day- his basement did that on a dry day. The engineer said that it was a problem which wasn't slow changing, but the good news was that the new pipe should adjust a lot of it. They discussed other drainage issues, including water that ran into the book store. Mr. Reimel said a lot of that would stay on the roadway when the broken areas of curb near the bridal shop were fixed.

The engineer had a permit to do the work. The intention was to do that work at the same time the state was doing their work. The $16,310 estimate covered installation of the new catch basin, putting four inches of asphalt back as a temporary sidewalk, doing the street back, and replacing the curb. Mr. Lamont said this wasn't a bad price. So, Mr. Reimel said, if they got that done that fall, they wanted the borough to take it down from the alley and around the corner- the last fifty feet. Leeward's work would cover the top fifty feet. The engineer was looking for the borough's support to pay for the lower piece of it. He had applied for an initial permit to extend it down further, and connect to PennDOT's work. Mr. Lamont said he thought they were on the right path, and that the engineer had their support so far. He just wanted to look at the budget before he fully got behind it. He wanted to look at the 2013 audit first.

After the meeting adjourned, some council members stayed behind while a visitor made them aware of some concerns he had with the 706 project.

Susquehanna Chapter PASR Picnic

The Susquehanna Chapter of PASR (The Pennsylvania Association of School Retirees) held its second “Not Going Back to School Picnic” on Thursday September 11 at Salt Springs State Park. There were 46 members, representing all of the county’s school districts in attendance. The cool, rainy day did not deter members from enjoying an excellent picnic lunch and visiting with former co-workers.

The “Barn” pavilion provided shelter for all, and the food tables were filled with many delicious dishes. We offer thanks to Dennis Holbrook for his grill and cooking of the hamburgers and hot dogs.

We remembered those lost on this tragic day in 2001. Members made donations to our local scholarship fund and L/PEC fund. Gibson Barracks Police Report

Criminal Mischief:  On September 25th two vending machines at the SR 81 SB rest area in Lenox Township were damaged.  Anyone with information is asked to please contact the police. 

Theft by Unlawful Taking:  Between the 8th and 9th of September someone stole an Apple Ipod from inside a Bridgewater Township residence. 

Crash:  On September 17th at 5:20 pm Taylor Atallo of Boca Raton, Fl was traveling southbound on Sr 92 in Lenox Township when his vehicle failed to properly negotiate a left hand curve in the roadway and went onto the outside berm.  The vehicle then lost control on loose gravel on the berm.  The driver over corrected and failed to regain control and went off the right side of the roadway, and struck a tree.  Atallo was utilizing a seat belt; he sustained injury of unknown severity.   

Burglary:  Between September 16th and 24th a North Brunswick, NJ man reported that his pole barn had been broken into, and 2 Stihl chainsaws and an antique 12 gauge single barrel shotgun stolen from within.  The barn was in Franklin Township. 

Crash:  On September 23rd at 4:21 am Larry Bourbeau of Tunkhannock was traveling westbound on SR 706 and was negotiating a left curve when the Kenworth T800 he was operating exited off of the north side of the roadway, rolled once, and came to a rest on its wheels, on the north side of the roadway facing south.  The driver was not injured; a seat belt was in use.  The vehicle sustained disabling damage and was towed from the scene. 

Crash:  On September 19th at 7:06 am a Chevrolet Silverado was traveling east on Sr 1010 (Turkey Woods Road) in Great Bend Township when the vehicle failed to remain on the right side of the roadway, exited the left side of the roadway, and rolled down an embankment to rest in the Susquehanna River on its driver's side facing an easterly direction.  There was no evidence of the driver in the area surrounding the vehicle.  There were no reports of an injured person at the local hospitals.  The driver fled the scene prior to the trooper's arrival.  Assisted at the scene by Susquehanna Depot Volunteer Fire Company. 

Hit and Run:  A crash occurred on September 20th at 8:39 am on PA 29 in Bridgewater Township. The collision occurred as Holly Rosenau of Montrose was traveling north on that road at the same time as a New Milford man was traveling west on Meshoppen Creek Road. After coming to a stop, the man drove onto Sr 29 into the path of Rosenau's vehicle.  The latter struck the former in its driver's side.  After the collision, the man fled in his vehicle from the scene.  He was found a short time later.  As of the time of report, he was to be charged with leaving the scene of an accident without first providing his identity and insurance information, a Misdemeanor III.  He was also to be charged with numerous traffic offenses, including driving without a license, operating a vehicle with a suspended registration, and failing to yield the right of way after coming to a stop at a stop sign.  Immigration and Customs Enforcement were also to be notified of his immigration status, as he was unable to produce a visa or any documents indicating his work status in the USA.  No one involved was injured in the incident. 

Crash:  On September 21st at 9:11 pm an unnamed person was traveling through the parking lot of NBT Bank when he or she lost control and struck a large stone, which the Jeep got hung up on.  America's Best responded to the scene and pulled the vehicle off the rock.  No fire or EMS responded. 

Criminal Mischief:  Between the 19th and 20th of September one or more perpetrator(s) entered the clover field of a New Milford man and caused damage.  The perpetrator(s) then fled the scene in an unknown direction at an unknown time.  Anyone with information is asked to please contact the police at (570) 465-3154. 

Criminal Mischief:  Between the 20th and 21st of September a mailbox was smashed at a Church Street Hallstead location. 

Retail Theft:  On September 16th at 1:03 pm a retail theft occurred at the Liberty Travel Plaza in Harford Township in which Joseph Carter of Vandling is accused of pumping $75 worth of gasoline into his vehicle and a gas can and then driving away without paying for the merchandise.  The accused was charged with PA Crimes Code section 3929 (Retail Theft). 

Theft:  Between August 26th and September 15th a sickle bar and wheel barrow were taken from a location off Sr 29 north.  Anyone with information is asked to please contact the police. 

Disorderly Conduct:  On September 9th at 8:55 am a 14 year old juvenile male provoked a physical altercation with another student.  The accused was cited for violation of PACC/5503 Disorderly Conduct. 

Theft:  The police were investigating the theft of fire extinguishers and vandalism to quarry equipment at a quarry on Plank Road in Harford Township.  Anyone with information is asked to please contact the police. 

Theft:  Between August 29th and September 2nd items were removed form a storage trailer belonging to McCarls Construction at a location in Gibson Township, which is a Williams Energy Compressor Station. 

Crash:  On September 14th at 4 pm Jenson Esworthy of New Milford was traveling east bound on Sr 848 in New Milford Township, whereat the vehicle exited the roadway as he was distracted by his cell phone.  The vehicle impacted a length of wooden fencing in front of a house, then crossed both travel lanes of Sr 848, exited the roadway, and impacted some trees. The man reported no injuires occurring from the collision.  During investigation the driver exhibited signs of intoxication and was transported to PSP Gibson Barracks for BAC testing. 

Crash:  On September 13th at 8:10 pm Roy Marvin of Hallstead was attempting to back out of a parking space.  Pedestrian Justina Henry of Hallstead jumped between Marvin's vehicle and her parked car, in an attempt to stop his vehicle from striking hers.  In doing so, she was caught between the two.  The incident occurred at the Pump N Pantry parking lot in Bridgewater Township.  Henry sustained minor injury. 

Theft:  The police were investigating the theft of a purse and the Ray's Shursave in Bridgewater township On September 7th at 5:15 pm.  Kory Sorensen of Binghamton is accused of grabbing a purse from the shopping cart of a Montrose woman and running out of the store.  The perpetrator proceeded to drive away and disable the vehicle a short distance away.  He then fled on foot.  As of the time of report the perpetrator was sought in questioning for the incident. Charges were to be filed in District Court 34-3-01. 

Theft-Fraud:  On September 11th at 1:41 pm the Gibson Exxon in New Milford discovered counterfeit monies.  The investigation was ongoing as of the time of report.
