ELSD Prepares For Start

Prior to the commencement of the August 21st Elk Lake School Board meeting, Dr. Davis was invited to give a presentation. The cosmetology program had received an award, she explained, earning the title of Exemplary Program in the state of Pennsylvania. Part of it was due to the work they did in the community, including fundraisers which had been organized and held. Over $10,000 had been raised and given back to the community in this manner. Another reason the program was recognized was its incorporation of literacy and numeracy. The instructors had given seven presentations to the state also, on this incorporation.

The cosmetology staff then spoke, thanking the school district for their support. The three instructors had put together the booklets on how Literacy and Math was incorporated, and they passed these around to the board members to review. They thanked the district for allowing them such great opportunities, and spoke of positive feedback received and the fun of the hands-on approach. Dr. Bush shared with the board how he had marveled at the activity and efficiency which took place in that classroom. He said that everybody was working, and he did not think he had ever been in there when this wasn't the case. Dr. Davis said that for the following week the cosmetology clinic would be open five days. She reiterated that the feedback from the students was phenomenal.

Mrs. Hollister spoke about a program which had been run at the pool, which provided swimming lessons for a local camp serving intercity children. An article had been written about the program. Dr. Bush expanded this to a discussion of pool activities, speaking of how Mrs. Austin had pushed toward getting the camp children at the district. He explained how she had given the children activities, and how there was a high drowning rate with inner city children who might not have regular access to swimming opportunities. She had also made a request to run a Saturday morning water aerobics class through the school year.

Mrs. Staats said that Mrs. Austin had also come to speak with her about a loss of funding. The Area Agency on Aging had assisted in paying for the elderly to use the pool in the past, but due to a cut in funding they were unable to do so. Mrs. Austin was looking, then, to find ways to raise funds to meet this need. Mrs. Staats had asked her to look into what it might cost for a year, and Mr. Place requested to be kept apprised as the matter was investigated.

A visitor thanked the district for doing its best to keep the primary class sizes small. She had a daughter going into kindergarten.

During the administrator's reports, Mr. Mallery presented to the board the fall athletics schedule. Homecoming was scheduled for the end of September. Seventh grade orientation was to be held the Thursday after the meeting. He also wished, he said, to thank the maintenance department again, for their work on both the school and grounds.

Dr. Cuomo similarly spoke of how the high school was ready to begin, and how work was being done to keep class sizes down. The secondary staff had two days of intense training coming up on the new evaluation system. He also reiterated Mr. Mallery's appreciation for the maintenance crew.

Mr. Pironne lent his voice to the other principal's comments on the maintenance staff as well.

The district was 1,284 as of the afternoon, it was said. The previous year had ended at 1,238, there had been an increase of about 35 students at the elementary and in the eighth grade. Seventeen or eighteen kindergarten students had registered just the week prior, it was estimated.

Kindergarten registration was going to be run in the fall that year, Dr. Bush said. This would allow for early counts to be figured into the budget process, and it was a practice utilized in other districts. The registration would be in November. It was to be discussed in literature to the community.

Mr. Tewksbury again broached the subject of the type of milk which the USDA regulations dictated be served. He wanted to research what might be the penalty of substituting the richer milk. After the meeting he handed press members a copy of a study which stated it could dismiss the obesity, high-fat dairy link.

For the first time, a dual enrollment agreement was proposed for Mansfield University. One unique thing about this agreement, he explained, was that it involved online courses. Mr. Place asked if these were competitive in price. Dr. Cuomo explained that it was in the middle range tuition wise, but the online availability offered flexibility. Additionally, students could become familiar with taking online courses. The college also offered additional courses, which the existing agreements did not offer. There were only two courses offered by Mansfield which were offered by the other schools.

The board had been spoken with previously about beginning an alternative education position. Dr. Bush made a recommendation for a position for this program, which would be developed as the year ran. It was felt that the program had a lot of potential, including a hope to eventually open the program for sending schools.

Dr. Bush recommended approving a five year contract for the superintendent position. The contract would run from 2013 to 2015. Prior to voting Mr. Tewksbury wished to make a comment. The present superintendent, he said, was going to leave the school district with no funds given to him for accumulated days coming to him when he left. This was the sort of contract which had never been passed before, Mr. Tewksbury continued. Plus, after this year Dr. Bush's salary would be frozen for the five years, it would not go up. This was an exception which Dr. Bush had agreed to, and he felt it was honorable that they did this contract. Mr. Place added to this, stating that Dr. Bush had stepped up to the plate in the tough economic times, and stating that the board was grateful. Mrs. Ives abstained when the contract was voted on, but it was otherwise unanimous. Dr. Bush thanked the board, quipping that he thought this was the sixth time he had been hired by the board. Mr. Tewksbury pointed out that 25% of the superintendent's salary was picked up by the vo-tech.

Dr. Bush applauded the business office, and other staff who had been working hard on the SCCTC expansion. He felt confident that Saturday's open house would be well prepared for.

Several bills for the SCCTC building project were reviewed. The district was working on preparing Plan Con K, it was said.

Per state requirements the bullying and cyber-bullying policy was reviewed. There were no changes from the past. The attendance policy was also reviewed. There were a few changes to this policy, including the utilization of after school detention as a punishment for tardiness. Also changed was what happened after the requirement of missing 10 days of absence, with a medical excuse being required. Once a student reached the ten days of absence, for students aged 16 years and younger, if they went home through the health office, that day they would be covered through the health office but any subsequent day would require a medical excuse. This was implied in the current policy, but not explicitly stated. Also the district wanted to create an attendance committee to address extensive unexcused absenteeism. This could involve the probation of extracurricular activities. Students exceeding 15 days of unexcused absenteeism would have to meet with the committee. The district was trying to work with the kid and the parents to address absenteeism, it was stated. Students aged 17 and older could not be sent to the local magistrate, thus the district needed internal processes. Some of the changes were simply spelling out current practices.

My Tewkesbury asked about the prevalence of bullying. Dr. Bush discussed the nebulous nature of the definition of bullying. Dr. Cuomo said it was hard to put a number on it. He continued that every incident of bullying was taken seriously and would be investigated. If the incident was founded there would be serious repercussions. Mr. Pirone stated that rarely did they have incidents that rose to the level of bullying. Dr. Cuomo added that students and staff were being educated on the legal definition of bullying, and what could be said to bullies. Much of the bullying occurred online, he continued, outside of school hours. Mrs. Ives asked how the school dealt with outside bullying. Mr. Mallery explained that if it was reported to them it was investigated.

Dr. Bush had spoken with the parents of a football player, who played with the Montrose team. The parent explained that by the time the students came back from Montrose they arrived too late to catch the late bus. The parent asked if perhaps the late bus could be pushed back to accommodate this. Dr. Bush was to look into the matter, just for the fall season. No decision was made that evening.

The SCCTC meeting was called to order at approximately 9 pm. Dr. Davis reminded those present about the ribbon cutting ceremony scheduled for the following Saturday. She noted that the new courses were on the website. Information was also disseminated regarding the planned LPN and Inspection courses. She joined the other administrators in commending maintenance for their work. (Mr. Place had also complimented them during the Elk Lake meeting.) The shrubs were the effect of donated time and product, she explained.

It was desired that the dual enrollment agreement with Mansfield be extended, Dr. Bush said. The idea was that students from sending schools be allowed to take advantage of the program while at the SCCTC.

A recommendation was made regarding the LPN Director position, with a Sherrie Bazin being hired. She had already begun a similar program in Florida, it was added. Also, she was an alumni of Elk Lake. The plumbing, heating, and electrical position was also filled, by existing staff.

A $63,000 loan from the Elk Lake District to the SCCTC account was requested, toward the completion of the house project. The money was to be paid back when the house was sold. The total cost of the project was estimated at or around $175,000 and it was hoped that the district would realize around $50,000 profit from the sale. There had already been inquiries.

Gibson Barracks Report

Criminal Mischief: On August 21st at 8:00 p.m. a Springville man discovered that his mailbox and post was damaged. Anyone with information is asked to please contact the police at 570-465-3154.

Robbery Update- Great Bend Dunkin Donuts: Through a mutual investigation with Scranton Police, it was determined that Gerald Fuller of Archbald, who had been previously arrested by Scranton Police for similar robberies, matched the description of the person who robbed the Great Bend Dunkin Donuts on April 13, 2012. Fuller was interviewed by Troopers from PSP Gibson, and admitted to robbing the store. Charges have been filed on Fuller, who was in the Lackawanna County Prison, and was to be arraigned in the immediate future (as of the time of report).

Criminal Mischief: Between the 21st and 22nd of August, the mailbox belonging to a New Milford woman was smashed.

Crash: On August 20th at 5:30 p.m. Ashley Keenan of Susquehanna was traveling east on Sr 171 in Great Bend Township when a bear ran out in front of her vehicle, causing it to strike the bear. The vehicle came to a rest facing an easterly direction. The driver was utilizing a seat belt; she was not injured.

Retail Theft: On August 20th at 11:09 a.m. Damian Ladd of the Philadelphia area is accused of purchasing $51.70 worth of gas at the Sunoco Service Station in Great Bend and fleeing the scene without paying the total value. A license plate was obtained from a store employee, and the accused was charged with theft.

Simple Assault/Harassment: On August 19th at 1:45 p.m., William McNeice of Susquehanna is accused of pushing a 17 year old female and punching her in the face, causing substantial pain. An arrest warrant was secured and the accused was arrested and later arraigned on charges of Simple Assault and Harassment. The accused was unable to post bail and was sent to the Susquehanna Prison. A preliminary hearing was slated for August 27th at District Court 34-3-02.

Attempted Burglary: On August 18th at 9:49 p.m. two white men, one with long blond hair and the other with long gray hair, were pulling and pushing on the front door of the apartment of a Rush Township man. The unknown suspects forced the door open as they were pulling and pushing on it, and broke the wooden molding on the inside of the door frame area. The unknown suspect then fled the scene undetected. The two suspects are described as two white males wearing blue jeans and t-shirts, one with long blond hair and the other with long gray hair. Anyone with information pertaining to this incident is asked to contact the police.

Criminal Mischief: Between August 18th and 19th a Herrick Township woman's mailbox was smashed. Anyone with information is asked to contact the police.

Criminal Mischief: On August 19th at 12:20 a.m. a Hallstead woman discovered damage had occurred to her 1996 Saturn while at a location on Airport Road in Great Bend Township; the investigation was ongoing as of the time of report.

Harassment (Domestic Dispute): On August 18th at 3:52 an incident occurred when a woman and a man engaged in a verbal argument which resulted into a physical confrontation, with the victim (the female) reporting that the accused pushed her to the ground twice. The accused then left the scene prior to police arrival. He was charged with Harassment. Police were assisted at the scene by the Choconut Township EMS Unit.

Fraud: On August 13th a woman was notified of a charge on her credit card which she did not make. The victim notified her bank and the police. She was charged $7,000 on her debit card in Florida. The public is reminded to be extremely cautious with the personal information on their computers.

Commercial Vehicle Crash: On August 11th at 1:00 p.m. two drivers unnamed in the report were stopped on I-81 in New Milford for a construction related backlog. Both units were traveling south in the right lane. As a Freightliner truck began to move, it rolled back slightly and struck a Subaru Outback in the front. Both units pulled to the right shoulder, and the drivers exchanged information upon the trooper's arrival.

Criminal Mischief: The decorative wooden sign and a realtor sign belonging to a Thompson woman were intentionally damaged.

Burglary: On August 11 between 5:00 and 6:50 p.m. the residence of a man in Lenox Township was entered through the rear door, by defeating the door lock. The perpetrator(s) fled the scene without taking anything. Anyone with information is asked to contact the police.

Burglary: On August 15th between 2:00 and 4:00 p.m. one or more unknown person(s) went to a Clifford township residence, made entry therein, and stole a safe containing three pistols and a Sony Playstation. Anyone with information is asked to please contact the police.

Crash: On August 15th at 4:03 p.m. a driver unnamed in the report was traveling north on I81 near mile marker 218.7 when he or she lost control of a Chevrolet Colorado, went into the median, crossed the southbound lane, and proceeded to go up an embankment. The driver was transported to CMC for treatment. Harford garage towed the vehicle from the scene.

Burglary: On August 11th between 10:00 a.m. and 9:20 p.m. personal items were stolen from a Harford Township home. Anyone with information is asked to contact the police.

Simple Assault (Domestic Dispute): On August 11th at 11:46 p.m. two men were engaged in a verbal argument which resulted in a physical confrontation. The accused pushed the victim, and the victim fell to the ground as a result of being pushed. As the victim fell to the ground, his head struck the flagstone sidewalk by which he sustained a laceration to his right side upper head area. Assistance was provided at the scene by Rush Township EMS.

Criminal Attempt/Burglary: On August 11th at 1:37 a.m. an Ararat Township man observed a Chrysler van drop a male off on May Road in front of his garage and the parking lot area of his business, which is adjacent to his residence. The male was observed walking on the victim's property and pulling on the side garage door trying to open it. The victim then confronted the male suspect and the male fled the scene on foot. Anyone with information pertaining to incident is asked to contact the police.

Accidental Death: On August 11th at 9:45 p.m. two men were at the Bendix facility in Bridgewater Township, in the process of stealing wire and scrap metal. One of the men, the victim, came into contact with high voltage electrical lines and was electrocuted. The individual that was with the victim contacted a friend via cell phone, who arrived at the scene to assist. They placed the victim in the vehicle and drove him to Lourdes Hospital in Binghamton, Ny where he was pronounced dead.

Burglary: On August 11th at 2:45 a.m. the Over the Hill Sportsman Club on Svecz Road in Herrick Township was broken into, when forced entry was made through a rear door. This caused an alarm to activate and the scene was fled. An investigation was ongoing as of the time of report.

Silver Lake Twp. Police Report

MISC INVESTIGATION/ATV TRESPASS - On 07/01/2012, a Silver Lake Township resident reported ATVs were still trespassing on her property even after a fenced in area for horses, a gate and “No Trespassing” signs were constructed at her property.

LITTERING/ SCATTERING RUBBISH - On 07/04/2012, a Silver Lake Township resident reported that 20 bags of garbage as well as old furniture were dumped at her property by unknown means or persons.

CRIMINAL MISCHIEF - On 07/05/12, a Silver Lake Township resident reported that several of his round hay bales had been intentionally rolled out of the field and into a stream.

MISC INVESTIGATION - On 07/08/2012, a Laurel Lake resident experienced damage to his cottage and contents as a result of someone else’s careless fireworks ignition.

SUSPICIOUS VEHICLE/ DISORDERLY CONDUCT - On 07/14/2012, Quaker Lake cottage residents reported that a suspicious vehicle out of N.Y. State was driving in the area and making unnecessary gestures towards the cottagers and guests. The individual was arrested for disorderly conduct.

DISABLED VEHICLE - On 07/14/2012, SLTPD assisted a disabled motorist on Quaker Lake Road near Lake Sophia.

DUI - On 07/14/2012, SLTPD were called for an erratic driver on the North Road in Forest Lake Township. The driver was located and charged with the highest level of DUI.

CHECK ON WELFARE - On 07/18/2012, SLTPD were dispatched to check on an individual walking in the middle of the roadway on SR167 Silver Lake Township with little clothing and his foot ware in hand. Investigation revealed a jogger running in the sweltering heat and just changing lanes.

ROADS IMPASSIBLE - On 07/20/2012, Forest Lake Township residents were calling concerned about the road conditions. These reports were just after the flash heavy rainstorms. Gas well construction crews were immediately out working on the roadways of concern in Forest Lake and Silver Lake Townships.

THEFT - On 07/20/2012, a Silver Lake Township resident reported the theft of a .45 caliber handgun from his residence. This incident is still under investigation.

SUSPICIOUS PERSONS & VEHICLE - On 07/21/2012, a Quaker Lake adult resident reported suspicious acting young men approaching the residences and young females in the area. A description of the vehicle and men were gathered and a search and patrol of the area continued.

SUSPICIOUS PERSON - On 07/21/2012, a suspicious person was seen by cottage owners and residents taking video of cottages in the area of Brady’s Beach. Information on the vehicle and owner was gathered and investigated. No further activity was experienced.

ASSIST OTHER AGENCY - On 07/21/2012, SLTPD was requested by PSP Gibson to assist a Montrose unit in Rush Township which resulted in a DUI arrest.

HARASSMENT - On 07/21/2012, a report of harassment at the Forest Lake Field Days was investigated and no further action or incident resulted.

Criminal Mischief/ Vandilism - On 07/26/2012, a Silver Lake Township resident reported that their mailbox was intentionally damaged.

ASSIST OTHER AGENCY - On 07/26/2012, SLTPD was requested by Susquehanna County Probation to assist in an arrest warrant being served in Silver Lake Township by them and the Susquehanna County Sheriff’s Dept. The warrant was served and SLTPD was involved with further investigation into drug activity which resulted in additional charges for the individual who had the warrant.

TRAFFIC HAZARD ROAD BLOCKED, TREES DOWN - On 07/26/2012, several of the main and secondary roads in Silver Lake Township were completely blocked from trees, wires and lines down blocking the roadways. It took several hours for the Silver Lake Township crew and Penndot crews to open the roads back up for travel. Some roads in the area were closed or hazardous for a couple of days. SLTPD assisted with traffic control and the removing of some of the debris.

DISABLED VEHICLE - On 07/26/2012, SLTP were notified of a disabled vehicle on SR167 near the Bridgewater Township line. The vehicle had been caught up in the wind storm and was in a field off of SR167. No one was injured and the vehicle was removed after the storm.

MOTORIST STRANDED/ KEYS LOCKED IN VEHICLE - On 07/26/2012, a motorist was stranded outside his locked vehicle on the Salt Springs Road during the heavy rainstorm. SLTPD assisted the individual in gaining access to the keys in the vehicle.

TRAFFIC HAZARD ROAD CLOSED, TREES DOWN - On 07/26/2012, SR4008 Silver Creek Road was totally blocked for an extended period with trees, electrical wires, and phone and cable lines down and broken. Several gas well water trucks were stranded to a stand still for several hours of the night until the road could be cleared enough for their movement.

CRIMINAL TRESPASS - On 07/26/2012, a Silver Lake Township resident reported that a neighbors numerous animals have been trespassing and harassing her family members for an extended period of time. This incident is still under investigation.

MISSING PERSON/ SEARCH - On 07/27/2012, a N.Y. State resident was reported missing. After a search was begun the missing female was found unharmed. She had possibly become disoriented and wandered off in the wrong direction. Several agencies had responded and searched for over three hours before the individual was located.

SUSPCIOUS ACTIVITY - On 07/27/2012, a report of suspicious activity with suspicious vehicles was reported in Forest Lake Township. It involved suspected surveillance of several unoccupied residences by the suspicious people and vehicles. SLTPD included periodic patrols in the area while the residences remained unoccupied.

ASSIST OTHER AGENCY - On 07/27/2012, SLTPD was requested to assist MPD with a domestic dispute in Montrose Borough.

ASSIST OTHER AGENCY - On 07/28/2012, SLTPD was requested to assist PSP Gibson with a vehicle vs deer MVA. The deer was dispatched and the report completed for the vehicle owner.

SLTPD also responded to two Medical, three 911 hang-up and one Max Sec Alarm this month.
