With less than 48 hours notice, Seaman Apprentice McKinney volunteered his off duty time to provide the private security for the President, Chairman of the Joint Chiefs of Staff, Vice Chief of Naval Operations and more than 400 guests attending the President’s historic speech on his vision for Veterans. Seaman Apprentice McKinney’s exemplary professional performance, dedication, and unmatched commitment to duty reflected credit upon himself and were in keeping with the highest traditions of the United States Naval Service.
