Great Bend May Get Gas by 2014

Russell Miller, Vice President for Gas Supply & Marketing for Leatherstocking Gas Company appeared before the Great Bend Borough Council at its January meeting on the 3rd to present his company’s plan to supply natural gas to homes and businesses. Leatherstocking is a 2-year-old partnership between Corning Natural Gas and Mirabito Holdings, both New York State companies, that will tap pipelines serving the local Marcellus Shale gas fields to make the fuel available to some 13 municipalities generally along the U.S. Route 11 corridor and extending through Montrose and west.

According to Mr. Miller, construction will begin shortly along public rights of way on about 20 miles of high-density plastic piping to serve Montrose, in particular the Montrose Schools and the new hospital site on Route 706. The company is looking to begin with “anchor customers” that would use lots of the clean and relatively cheap fuel for heating. He said they would tap the Williams pipeline (aka Laser Northeast) for the Montrose section; they expect to tap the new Bluestone pipeline for the Route 11 corridor.

Mr. Miller said that plans and maps are still being developed, but that Great Bend Borough might expect to see some activity by 2014, depending on the results of a survey of potential customers in the Hallstead/Great Bend area. There are also “lots of rules, lots of regulations” that need to be considered in the planning.

He said that for road and stream crossings the company would “try not to open cut,” but would bore under where possible. He showed samples of the kinds of pipe that would be buried 36-56 inches below the surface. As a “highly-regulated” public utility, Leatherstocking could potentially invoke “eminent domain” to complete the project, but they will always try to work with property owners. He noted that Corning has never used eminent domain in its 108-year history.

The company will bring piping to the meter at a customer’s location. Pipe and fittings inside a residence or business will be the responsibility of the property owner, although servicing leaks will be remain company’s responsibility. He described one explosion at a residence in New York State caused by an owner’s attempt to install a new water heater rather than by a licensed and certified plumber.

In the meantime Council will be looking to enforce parking rules in the Borough. Police Department Officer in Charge Jon Record said that he would begin ticketing immediately, for violations defined in the state vehicle code. Enforcement will be backed up by a new ordinance presented by Borough Solicitor Frank O’Connor that imposes a fine of $75 plus costs for a parking ticket. The new ordinance will be formally adopted next month, following a public comment period.

The police were busiest on New Year’s Eve, with charges of Driving Under the Influence (DUI), drug possession and possession of drug “paraphernalia.” They charged 64 total hours, issuing 3 traffic citations and 11 warnings.

Council member Ruth Loucks has collected a number of names of people willing to purchase picnics table for the Borough’s parks that will be labeled as requested by the donors. Council will review the list next month.

The state Department of Environmental Protection (DEP) is requesting that the Borough submit an application to renew its waiver of the National Pollutant Discharge Elimination System (NPDES) provisions of the federal Clean Water Act for a Municipal Separate Storm Sewer Systems (MS4) permit. NPDES is a collection of rules that regulate the discharge of storm water and other runoff into waterways.

A waiver was last issued to Great Bend in 2005. Council member Bret Jennings said that the Borough was unlikely to be granted a waiver this time, but attorney O’Connor recommended that the Borough apply for the waiver renewal as the least possible response to DEP. He said that the Borough does not have the resources to produce the kind of comprehensive storm-water management plan required under NPDES. The fee to file for a waiver alone costs $500.

Mr. O’Connor is also busy drafting a “flood-plain” ordinance, required by new regulations promulgated by the Federal Emergency Management Agency (FEMA). Without such an ordinance, property owners in the Borough might be barred from purchasing flood insurance in this low-lying village in bend of the Susquehanna River.

Council also voted to donate $100 to the True Fiends Animal Welfare Center, in response to a plea from the animal shelter that is no longer under the wing of, nor supported by, the Pennsylvania Society for the Prevention of Cruelty to Animals (PSPCA).

The next public meeting of the Great Bend Borough Council is scheduled for Thursday, February 7, 2013 beginning at 7:00 p.m. at the Borough Building at Franklin and Elizabeth Streets.
