Boy Scouts Set Citizen Dinner

Susquehanna County Attorney Laurence Kelly, will be honored as the 2016 Susquehanna County, Boy Scouts of America Distinguished Citizen Award honoree for his numerous years of service to the youth and adults of Susquehanna County. We can all be thankful for his over 50 years of service as an attorney and to many other organizations in making Susquehanna County a better place to live. Currently, he is a sole practitioner in the practice of law established by his grandfather, J.M. Kelly, in 1884. The Law Practice has been in the same location in Montrose, Pennsylvania, for over 100 years.
Larry is a graduate of Montrose High School Class of 1958, Villanova University Class of 1962 and the Dickinson School of Law, Carlisle, Pennsylvania, Class of 1965. In November, 1965, he was admitted to the practice of law before the Supreme Court of Pennsylvania and the various Courts of Common Pleas of Susquehanna County, Pennsylvania. Immediately thereafter, he joined the U.S. Army for two years, serving in the Staff Judge Advocate's Office for the 24th Infantry Division, Augsburg, Germany providing “civilian related” legal services to soldiers and their dependents. After returning to Montrose in 1967 he practiced law in the family law firm with his parents, the late J. Melvin and Audrey R. Kelly.
In 1970 Larry was appointed to the post of Assistant United States Attorney, serving as a Federal Prosecutor in the U.S. District Court for the Middle District of Pennsylvania for a period of 8 years. During this period he was involved in many prominent Federal cases including the Grand Jury Investigation into the harboring of Patricia Hearst near Scranton while she was a fugitive. This investigation included interviewing Ms. Hearst after her capture in 1976 and; in turn, being interviewed by Dan Rather on the TV show, "60 Minutes" concerning the Grand Jury Investigation.
Larry served two terms as the Susquehanna County District Attorney from 1980 to 1988, prosecuting numerous significant criminal cases. Since 2011, the law office's name is "Kelly Law Office" where Larry continues to practice law. He is a member of the Pennsylvania Bar Association, the Pennsylvania Association for Justice, (formerly Pennsylvania Trial Lawyer's Association) where he served on the Board of Governors for 18 years. He was the first recipient of the George Douglas Award for “outstanding appellate advocacy” as a member of the Amicus Curiae Committee, serving as Chair 1996-1997. He is a member of the Susquehanna County Bar Association where he served as President for several years. He is a member and past President of the Montrose Lions Club. In 2005, he was honored to have been named as a Lions of Pennsylvania “Fellow”.
For six years, Larry served as a member of the Hearing Committee of the Disciplinary Board of the Supreme Court of Pennsylvania, three of them as "Chairman" where he chaired disciplinary hearings concerning alleged malfeasance by practicing attorneys writing reports and recommendations to the full Board. Since 2007, he has been a Certified Mediator in the U.S. District Court for the Middle District of Pennsylvania.
For the past several years, he has been and remains the Chairman of the Endless Mountains Medical Care Foundation, the "fundraising" arm of the Endless Mountains Health Systems at the new hospital in Bridgewater Township. Larry is a frequent instructor at the Montrose Area Adult School where he teaches "beginner's guitar". He is a member of Holy Name of Mary Catholic Church where he has served as a "Lector" since the inception of the program many years ago.
In 1950, Larry joined the Boy Scouts of America as a "Cub Scout". Thereafter, he joined Troop 92 in Montrose as a Scout attaining the rank of "Star" and, later, an "Explorer Advisor". Larry has proudly served on the "Eagle Board of Review" for the Delahanna District of the BSA, a position in which he plans to serve as long as he is invited to do so.
Larry and his wife of 45 years, the former Judith Ely, also of Montrose, live at 404 Church Street, Montrose. They have three adult daughters, Carroll, Lauren and Eileen; have three sons-in-law and five grandchildren.
A dinner in Larry Kelly’s honor will be held on Saturday April 30, at the Elk Lake High School Gym with doors opening at 5:00pm and dinner beginning a 5:30pm. Co-Chairs for Larry Kelly’s Distinguished Citizen Award are Tom Chamberlain of Hallstead and Dr. Alice Davis PH.D, Executive Director of the Susquehanna County Career and Technology Center. Friends of Starrucca Creek Plan Re-Do

Do you go fishing in the Starrucca Creek? Did you wade or swim in the creek as a child? Well, perhaps you would like to don your boots and gloves and join in a special clean-up in our area?
Saturday, April 23rd and Sunday, April 24th, 2016 will mark a fifth anniversary Milestone for the “Friends of Starrucca Creek”. On those days, they will once again participate in the “Great American Clean-Up”. As you might recall, from last year, an ambitious band of 90+ (armed with gloves, chainsaws, trucks and UTVs) collected over 1000 tires and enough household garbage to fill two-30 cubic yard dumpsters. What an incredible job of cleaning the areas surrounding our beloved Starrucca Creek! Last October, leader and organizer, Dana Rockwell, on behalf of the “Friends of Starrucca Creek” received the 2015 Northeast Pennsylvania Environmental Partnership Award. This was in recognition for establishing the local, environmentally-active group. Through his leadership and guidance, there has been a tremendous change within, and a heightened awareness of our local environment.
This year, the group will be meeting for the 5th Annual Starrucca Creek/D&H Rail Trail Clean-up on both Saturday and Sunday (April 23rd & 24th) at Melrose, Pa., where Melrose Road crosses the D&H Rail-Trail. (GPS coordinates: 41.929054x – 75.507161) The Clean-Up will be starting promptly at 9:00 AM, rain or shine. Clean-up supplies will be available. Lunch and Dinner will be provided to all of the volunteers. Please come dressed for the weather conditions and the use of any pick-up trucks, ATVs and UTVs will be extremely helpful to remove garbage and litter and in hauling same back to our dumpster. Will we beat what we collected last year? We hope not, wishing that our endeavors have inspired a difference in attitudes well as the landscape. We hope to see you there!

In this class, taught by Master Gardeners Jim Kessler and Jim Kasten, you will learn how easy it is to make a simple looking rain barrel. You will also learn how to use, create and install a drip irrigation system or soaker hose system.

Gardening Day
There’s still time to join the Penn State Master Gardeners, in partnership with the Montrose Adult School for their 4th annual all day, fun, educational gardening event. The program will take place on Saturday, April 16 from 9 am-3 pm at the United Methodist Church.
Master Gardeners and Educators will be delivering great programs such as: “Rock Your Garden”, Rock Star Produce from your own Backyard, Herbs Grow ’em, Harvest ’em, Eat ‘em, Butterfly Gardening & Building a Butterfly House, What’s A Master Gardener, Growing Berries, Vermicomposting, Creating a Hummingbird Garden, Living Fences & African Violets & Streps plus other Gesneriadss. Your African Violet not doing well? Bring it in for help. Demonstrations and displays will include Soil Block Making, Natural & Eco friendly spring cleaning recipes, Pollinator display, Bee wax-candle making, Gardening for Birds, Season Extenders, Carlton Farms, plus more. A light breakfast and light delicious gourmet lunch will be served.

Lyme Disease Discussion Set
The public is invited to attend a free presentation on Lyme Disease Awareness, Thursday, April 21, from 6:30 pm to 7:30 pm at the Forest City Area Emergency Services Building, 380 Railroad Street, Forest City.
