HEADLINES: Blue Ridge Spends To Save The Blue Ridge School Board at a meeting on January 24 obligated the district to spend $114,778 on the promise of substantial savings in the future. The session was actually a meeting of the Facilities & Grounds Committee augmented by a brief meeting of the full board and an even shorter workshop. The committee discussed two projects with Nick Sracic of Johnson Controls, the company chosen by the Board to study and implement energy-related measures that the Board hopes will substantially cut the district’s consumption of energy, and perhaps erect a large wind-energy installation to provide power to the campus. The board is committed to pay Johnson Controls $45,778 to complete a detailed study of the campus infrastructure with an eye to conserving energy, including heating and cooling facilities, information technology equipment, lighting, and kitchen operations and equipment. The committee should have the finished report by early March, including estimated costs and savings, and will choose which elements to implement. Carrying out all of the items could cost as much as $2.3 million, but Johnson Controls has virtually guaranteed that the costs will be at least matched by savings realized. Indeed, the project is being carried out under a state program that offers financing subsidies as long as the work can demonstrate equivalent savings. The other $69,000 will pay for the installation and study of the wind potential of the campus. The measuring equipment can be purchased or leased, and will be on site for 12 months. Data collected during the first 6 months will be used to support application for additional grant money to erect the gigantic windmill, assuming the study shows enough potential. Of course the entire program depends on financing, and the Facilities & Grounds Committee discussed a spectrum of complex arrangements, some of them “aggressive” and “creative.” The entire scheme depends on a bond issue under a federal program known as Qualified Zone Academy Bonds at very low interest. The district has already been approved for $6 million (of the $7.8 million that was requested). The bond issue requires a 10% match from locally-acquired funding. An outfit called the National Education Foundation (NEF) offers a cover for that amount, but doesn’t actually provide any money. The district would have to purchase as much as $200,000 worth of on-line course materials from the NEF. The purpose would be simply to show the 10% locally-supplied support; the cost of the courses would be rolled into the cost of the bonds. In fact, issuing the bonds themselves could cost as much as another $137,000 in fees and other miscellaneous costs. So the total cost to the district of acquiring the authority to issue $6 million in bonds could be in the neighborhood of $350,000. According to Mr. Sracic, the $114,778 approved that evening could also be rolled into the bond package. There may also be another $100,000 or so required to complete final engineering designs for the proposed windmill. Erecting the windmill itself is estimated to cost about $5.5 million. It may have been the complexity of the finances involved, as well as the uncertainty, that led board member Joel Whitehead to cast the only vote against the measures to move forward. The committee learned that Board President Alan Hall had asked about including a new air conditioning system in the infrastructure project, which would remove equipment from the roofs and thus minimize leaking problems the buildings have experienced in recent years. Mr. Sracic said that doing something like that could add substantially to the cost of the project, might risk the level of savings that might be achieved, and might not be as “conservatively cost-neutral.” He said that it could still be considered, but the district might have to be “more aggressive about funding.” Visitors to the Blue Ridge campus can expect to see the measuring equipment for the wind study to appear quite soon. In order to have 6 months of data to use for a grant application by September, the study will have to be under way by early March. At the request of Priscinda Gaughan’s Wellness Committee, Mr. Hall added a third item to the meeting’s business agenda. The Board approved the creation of a “voluntary fitness program” for employees that would be led, at least to begin with, by Charlotte Sherwood as an unpaid volunteer. Ms. Gaughan said the schedule would depend on the instructor’s schedule, but would probably be for an hour after school. During the workshop session, Mr. Hall announced the removal of the Policy & Procedures committee, since its work is now carried out by the committee of the whole Board. Similarly, since there is now a freeze in place that requires a vote of the full Board to hire, the Personnel Committee has been removed. The Board also discussed a proposal to merge the wrestling programs of Blue Ridge and the Susquehanna Community School District. The cooperative program, similar to the football program run at Susquehanna, would be run at Blue Ridge. Superintendent Robert McTiernan said that only 7 Blue Ridge students turned out for wresting this year; it seems that the Susquehanna football team often has more Blue Ridge than Susquehanna players. He said the cost of the wrestling program to Blue Ridge should not change as a result of such an agreement. The Susquehanna board already approved a measure defining the venture; the Blue Ridge board will consider it and may request changes. As a regional director of the Pennsylvania School Boards Association (PSBA, a state lobby organization), Mr. Hall is also a member of the board of directors and spends a lot of time in Harrisburg at PSBA headquarters or with the legislature. He told the board that it seems the state government has located some additional cash. The only question now is how the new Republican governor and the legislature will spend it. He also reported that the governor is proposing a “voucher” program that could end up costing districts - particularly poor rural districts like Blue Ridge - a lot of money As the Blue Ridge representative at the NEIU #19 (Northeastern Instructional Unit - “the IU”), Mr. Whitehead reported on some of the curiosities that keep appearing in the news about the executive director who recently retired under a cloud. He said that the executive director’s IU credit card had been charged some $230,000 over 10 years, mostly for books and other on-line purchases. He also said that two districts voted “No” on the proposed administrative budget for the IU. The board agreed to meet only once in February. Scheduling is complicated by Valentine’s Day and the Presidents’ Day holiday, both of them on Mondays. They decided to meet on the evening of Presidents’ Day, February 21, beginning at 7:30 p.m. Harold Empett, chair of Facilities & Grounds said that his group would meet the same evening beginning at 6:30 p.m. Ms. Gaughan said that her Wellness Committee would next meet on February 7 at 3:45 p.m. Most meetings are held in the cafeteria in the Elementary School.
Hallstead Boro Confronts Drainage The monthly meeting of the Hallstead Borough Council was to have been held on January 20, but could not take place due to lack of a quorum. A resident had come to ask council to look into a water problem in the area of Fourth Ave. At the rescheduled meeting on January 27, council continued discussion of the situation after having inspected the area in question. It was agreed that a collapsed storm drain should be fixed, but that nothing could be done until spring after the ground thaws. And, part of the problem appears to have been caused by someone closing one end of a drain pipe. Between now and spring, council will inspect the streets and draw up prioritized lists of drainage work and areas in need of paving, to be addressed as the budget allows. An open hole at the foundry property is a concern. It was unclear whether or not DEP was still overseeing contamination testing at the site. Council will contact DEP to find out what the situation is and what could be done about the open pit. DCED has notified the boro that they have been approved for a grant, but the notification did not make it clear which of two different types of grants the boro will be awarded. DCED plans to release information about the grant to the media in about five weeks; the release will include details about the amount and what the funds are to be used for. And, funds were allocated in this year’s budget to replace the garage door. There was discussion as to whether it would be more cost effective to keep it at its twenty-foot width, or to put in a divider and two doors, one eight feet wide and one ten-feet wide. The next meeting is scheduled for Thursday, February 17 at 7:00 p.m.

Gibson Barracks Report CRIMINAL MISCHIEF On October 26 between 9:50 and 10:00 p.m., the mailbox belonging to Delores Gamble of Kingsley was damaged with an unknown device. CRASH On January 21 at 9:50 a.m. a Montrose juvenile male was traveling on SR 267 north when, while negotiating a left curve in the roadway, his vehicle traveled across the southbound lane, off the west portion of the roadway, hitting a ditch. The report stated that the driver was traveling too fast for conditions. The boy's vehicle overturned, coming to a final rest on its roof facing south. He was not injured; he was utilizing his seat belt. CRASH On January 25 at 7:25 a.m. Kristen Shipsky of Clifford was traveling west on SR 2008 in Clifford Township when she lost control of her vehicle on a slush covered roadway while negotiating a left curve. The vehicle slid off the north berm of the road and traveled approximately 130' northwest, through a yard and into the side of the NEP telephone company substation building. As the Buick Century struck the building the rear end swung to the north and struck a utility pole as well. Minor injury was sustained; she was utilizing a seat belt. HIT AND RUN On January 25 at 9:00 a.m. an unknown driver in an unknown vehicle was traveling east on SR 3004 in Auburn Township, heading toward SR 267 there. The vehicle was high and took down several electric and phone wires, included a utility pole, failing to stop and continuing to travel east. No fire or EMS responded. THEFT, FRAUD AND FORGERY Sometime between the 4th and 20th of January the debit card belonging to William Bishop of Kingsley was used illegally to purchase several items. The purchases were made in California. The investigation was continuing as of the time of report. CRASH On December 31 at 11:30 a.m. Charles Chapel of New Milford was entering Route 11 in Great Bend Township from a parking lot when he struck pedestrian Russell Sharer of Great Bend. Sharer sustained minor injury; Chapel sustained none and was wearing a seat belt. CRASH On January 23 at 10:00 a.m. Gail Clarin of Wyalusing was traveling east on SR 706 in Rush Township when, for unknown reasons, her vehicle traveled off the south berm of the roadway and struck a guard rail end. The Journey traveled approximately 20 feet before striking a building located at the roadside, Smith Lawton Mill Work. The vehicle came to a final rest against the building. Clarin was freed by emergency responders via mechanical means, and was air lifted to Robert Packard Hospital in Sayre, PA. The extent of her injuries were unknown as of the time of report, however they were not life threatening. The accident damaged 25 feet of guard rail and the Smith and Lawton Mill Work Building. Clarin was wearing her seatbelt. ROBBERY On January 23 at 1:35 p.m. two people drove to the Smart Choice Tobacco store in Little Meadows, located on the PA/NY state line. One of the robbers ran into the store and stole money from the cashier/clerk, then ran back out into a waiting vehicle. The two then fled into New York in a SUV, possibly a Jeep Cherokee. CRASH On January 22 at 12:39 p.m. Yuan-Sea Lee of New York, NY was traveling west on SR 371 from Wayne County into Susquehanna County, in Herrick Township. Lee lost control of her vehicle, left the roadway, and struck a mailbox and a tree before her vehicle came to a final uncontrolled rest off of the south side of the east bound lane. Neither she nor a passenger were injured; both were utilizing seat belts. CRASH On January 29 at 9:59 a.m. Robert Seeley of Binghamton, NY was traveling eastbound on SR 706 in Jessup Township when his vehicle exited the slushy roadway to the south of the travel lanes while negotiating a left curve. The caravan impacted a ditch, and then impacted a utility pole, coming to a final rest in the roadway. Seeley reported minor soreness but claimed no medical injury. He was utilizing a seat belt. CRASH On January 29 at 3:20 p.m. Rosemarie Boyle of Oakdale, NY was stopped at the northbound off ramp at the intersection of SR 106 in Lenox Township. She looked both ways before entering the intersection. Boyle pulled out when a second vehicle, driven by Alexandra Shiffner of Clifford Township struck her in the left rear with her vehicle's left front. No fire or EMS responded. Kozlowski towed Boyle's vehicle from the scene. No one involved was injured; all were utilizing seat belts. CRASH On January 18 at 1:00 p.m., Maria Burgio of Getzville, NY was traveling south in the left lane of I81 in New Milford Township when she lost control of her vehicle, crossed both lanes of travel, impacted the rock embankment, and overturned. All occupants were wearing their seat belts at the time of the collision; all sustained minor injury. Burgio was to be cited at the time of report, as a result of the investigation. THEFT OF A MOTOR VEHICLE A vehicle belonging to Christopher Holdridge of Rochester, NY was removed from a location on SR 374 from Barber Stone in Lenox Township, sometime between the 5th and 6th of January. The vehicle was a tan 1993 Ford Escort Station Wagon. Any information or description of the vehicle used to remove the stolen vehicle is requested to contact PSP Gibson. ARMED ROBBERY On January 29 at 3:45 a.m. a masked white male, in his early twenties and approximately 5'8” tall, entered the Pump N Pantry in Lenox Township, brandished a pistol, a and demanded cash and Marlboro menthol cigarettes. He was observed leaving the area on foot. He was clothed in a dark blue hoodie sweatshirt with white stripes around the shoulders, and gloves and blue jeans. CRASH On January 17 at 8:40 p.m. Mark Sillaman of Union Dale, PA was traveling westbound on T493 in Gibson Township when he lost control of his vehicle on the packed snow cover while rounding a curve. The vehicle exited the roadway, traveled adjacent to the road for approximately 148 feet, and struck a tree with its right side, coming to a rest a that location. Neither occupant was injured; both were utilizing seat belts. Sillaman reported that he was traveling along the road at approximately ten miles per hour and that the vehicle started to slide as he rounded the curve. He related that he applied the brakes but was unable to recover. The vehicle was drivable but was towed form the scene at the owner's request due to road conditions. CRASH On January 16 at 1:52 a.m. Shianne Barton of Susquehanna was traveling west along T-749 in Thompson Township when she lost control of her vehicle while negotiating a curve to the left on the snow covered road. She went into a downhill slide after applying to brakes to complete the turn, and the vehicle continued in a straight path into a tree. It came to a rest against the tree off the right side of the road. Neither of the occupants were injured in the crash; both were utilizing seat belts. PSP was assisted on the scene by Thompson Fire Department and French's towing. HIT AND RUN On January 11 at 9:00 p.m. a vehicle driven by an unknown person was attempting to merge onto Interstate 81 at the 219 mm on ramp in New Milford Township. A second vehicle, driven by Justin Bourquin of Chaumont, NY, was at that time traveling southbound and attempted to move to the left but was struck by the first vehicle as it merged onto the travel lanes. CRASH On January 11 at 3:00 a.m. Jason Sands of Kingsley, PA was traveling northbound on SR 92 when he lost control of his vehicle and exited the roadway off the east berm. It then struck a traffic sign and a tree before coming to rest partially down an embankment. Sands fled the scene. The vehicle was towed from the scene by Kozlowski towing to their facility in West Clifford. The investigation was to continue as of the time of report. RECOVERED STOLEN VEHICLE On January 13 at 2:00 p.m. a vehicle belonging to Paul Leggatt of Mantoloking, NJ was discovered in the lower parking lot of the Elk Mountain Ski Resort in Herrick Township. Personnel discovered it on January 10 while snow plowing, and contacted PSP Gibson on January 13. DUI On January 15 at 3:14 a.m. Samuel Griffiths of Forest City was traveling east along SR 2067 in Clifford Township when his vehicle traveled to the left shoulder of the road and remained there for approximately 2/10 of a mile. The Pontiac Grand Prix GT then struck a tree which rendered it disabled. Neither Griffiths nor a passenger, Timothy Dougher of Clifford Township, were injured in the crash. PSP was assisted by Kozlowski towing and the Clifford Fire Department. Charges were pending against Griffiths at the time of report, for DUI and related traffic offenses. CRASH On January 1 at 9:05 a.m. Stephen Duick of South Gibson was traveling on Old Newburg Tpke. in Gibson Township when his vehicle exited the roadway and struck a tree. Minor injury was sustained; a seat belt was in use. CRASH On January 15 at 8:35 p.m. Christopher Thompson of Beebe, AR was traveling north on T-318 in Jessup Township when his vehicle failed to negotiate a right curve in the roadway. It traveled off the roadway and struck a tree. THEFT OF AUTOMOBILE On January 14 the 1995 Ford Explorer belonging to Stephanie Godfrey of Springville, PA was stolen from in front of her residence. It was found the following morning, wrecked on SR 3013 in Springville Township. The investigation was continuing as of the time of report. CRASH On January 14 at 5:55 a.m. John Penzone of Greenfield Township was traveling north on SR 0247 in Clifford Township when, while attempting to negotiate a slight left curve, the right side of his vehicle left the roadway from the east berm. The vehicle traveled approximately 190' when Penzone attempted to steer it back onto the roadway and lost control It traveled across both lanes, entering a clockwise spin, exiting the roadway form the east berm, traveling approximately another 70', and striking a ditch with its front end. The vehicle then rolled over and traveled approximately 50' northwest of the impact point, coming to rest on the driver side facing in a northwesterly direction. Seat belt use was unknown as of the time of report; there was injury but severity was also unknown. CRASH On January 14 at 6:35 a.m. Kendall Spencer of Hallstead was traveling south on SR 29 in Dimock Township when, for unknown reasons, he drove off the west edge of the roadway and struck a pole. He was not injured. He was wearing his seat belt and the vehicle's airbag deployed. The car was severely damaged and had to be towed from the scene. RETAIL THEFT On January 1 at approximately 7:55 p.m. an unknown male walked into Tedeschi's Italian Restaurant in Hallstead, PA behind another person. He retrieved a twelve pack of Bush Beer from the cooler and left without paying. He is described as wearing an oversized blue jacket with white lettering on the back, a white baseball cap, and baggy jeans. CRASH On January 16 at 2:08 a.m. a person unnamed in the report was traveling south along SR 3001 in Bridgewater Township in a 2004 Suzuki Forenza. The vehicle came upon a slippery curve in the road and the operator lost control. The unit then slid across the oncoming lane of travel and into a ditch located off the east side of the road. The driver was not injured in the crash. PSP was assisted on scene by Rod's Towing, Montrose Minutemen, and the Montrose Fire Department.
